TeaPublicans Balance the Budget on the Backs of Bruised, but save the Best Cheddar for themselves

Rachel Contrasts the Budget Priorities of the President and Republicans. Both suggest harsh cuts - but it's on the spending that we see interesting and dramatic differences. Obama still wants to invest in Fast Rail, Green Tech and High Speed Telecom Backbone - they want to buy C-17s and engines for the F-31 that the Pentagon Doesn't Need.

And isn't it an interesting coincidence that the plants for these unwanted military projects just happen to be in Rep. Beohner and Cantor's districts? What was that about "No More Earmarks" again?

Before I get into the heart of this I just want to get one pet peeve from watching today's talking head class chatter about how "Obama's Budget Cuts aren't Serious because he didn't address Entitlements".

That is nothing but a Crock.

Obama spent well over a year passing a Health Care Plan that does address entitlements, it's saves $500 Billion from Medicare without cutting quality or restricting service and according to the Medicare Trustee's brings it into Surplus starting in 2012.

The outlook for Medicare has improved substantially because of program changes made in the Patient Protection and Affordable Care Act as amended by the Health Care and Education Reconciliation Act of 2010 (the "Affordable Care Act" or ACA). Despite lower near-term revenues resulting from the economic recession, the Hospital Insurance (HI) Trust Fund is now expected to remain solvent until 2029, 12 years longer than was projected last year, and the 75-year HI financial shortfall has been reduced to 0.66 percent of taxable payroll from 3.88 percent in last year’s report. Nearly all of this improvement in HI finances is due to the ACA. The ACA is also expected to substantially reduce costs for the Medicare Supplementary Medical Insurance (SMI) program; projected program costs as a share of GDP over the next 75 years are down 23 percent relative to the costs projected for the 2009 report.

Medicare is doing just fine.

Social Security is also going to be fine for Decades and before we start talking about raising the retirement age - we need to have increasing the payroll cap on the table too.

The biggest cause of the deficit was not spending (both TARP and the Auto Bailout were Loans which have been largely paid back), it was loss of revenue from the economic downturn and tax cuts - Spending as the CBO explains.

Since 2007, the recession and financial crisis, as well as the legislative responses to those problems, caused individual tax receipts to fall markedly. In 2009, individual receipts totaled just 6.4 percent of GDP, the lowest share since 1950.

Therefore the best way to fix this shortfall is to rescind necessary tax cuts and to invest in jump starting the economy. It's all about Jobs, Jobs, JOBS!

Let's all jump in the way back machine and recall how Republicans trashed the Stimulus in public, but praised it's "Job Creation" in private.

As Thinkprogress has noted nearly half the Republicans in Congress last session have engaged in rank Stimulus Hypocrisy.

ThinkProgress finds that over half of the GOP caucus, 110 lawmakers — from the House and Senate — are guilty of stimulus hypocrisy. Among some of the key findings:

– Top Republican Senate Recruits Are Stimulus Hypocrites: As ThinkProgress reported, Rep. Mike Castle (R-DE), a candidate for Senate, touted over $5 million in stimulus programs he voted to kill. Rep. Mark Kirk (R-IL), the GOP nominee for Senate in Illinois, signed a letter urging Gov. Pat Quinn to provide “Recovery Act (ARRA) funding to expand the Illinois Community College Sustainability Network.”

– GOP Leadership Leads The Way In Hypocrisy: Although he regularly slams the stimulus as a waste while in DC, McConnell has returned to Kentucky to take credit for stimulus programs, even taking time to request more funds. ThinkProgress attended two job fairs held by Cantor, where we found dozens of employers able to hire directly because of the stimulus. Indeed, even Boehner’s office released a statement boasting that the stimulus will create “much needed jobs.” – The Audacity Of Hypocrisy Knows No Bounds: Many opponents of the stimulus have been quite brazen with their ability to try to claim credit for the program. For instance, Rep. Jack Kingston (R-GA) spent the morning of July 28th railing against the stimulus, yelling “Where’s the stimulus package? Where’s the jobs?” on the House floor. On the same day of his rant, Kingston’s office sent out multiple press releases bragging that he had secured hundreds of thousands in stimulus funds to hire additional police officers in his district. Other stimulus opponents, like Rep. Phil Gingrey (R-GA) — who has called the stimulus a “trillion dollar debt bill” — have printed out jumbo-sized ceremonial stimulus checks to present to local communities to try to garner positive press.

Individually, over half of the entire Republican caucus has hailed nearly every aspect of the stimulus as a success — from infrastructure funds, to food programs, to education grants

Despite this Republicans latest Budget Cut Proposal won't help create any jobs as it attempts to cancel and rescind all unspent Stimulus dollars, but it could also very well could help Kill People.

(Republicans) would cut about $60 billion relative to the 2010 baseline (under which the government is currently operating), or about $100 billion compared to President Obama’s fiscal 2011 budget request (which was never enacted).

The GOP’s proposal includes a slew of cuts to important programs, agencies, and investments, and would be detrimental to job creation, education, and scientific research. But they also specifically zero out many programs, cutting their funding entirely, including:

– High speed rail investments ($5 billion)

– COPS Hiring (supporting local law enforcement) ($298 million)

– High School Graduation Initiative ($50 million)

– Weatherization assistance program ($210 million)

– National Park Service climate change monitoring and response ($4.5 million)

– Corporation for Public Broadcasting ($86 million)

– Green Jobs Innovation Fund ($40 million)

And...

the proposal includes a 22 percent reduction in the Center for Disease Control and Prevention, massive cuts in basic science research, budgets slashing seeking to essentially eliminate U.S. government research on climate change, ... a true anti-science syndrome agenda.

This would be in additional to cutting all Health Care Funding, all funding for Wall Street Reform as well as funding to help stop lose nukes.

On Friday, House Republicans put forth a “continuing resolution” (CR) to fund the government past March 4th that was filled with spending cuts. While this came as no surprise, one focus of the cuts is causing some heads to turn. House Republicans are choosing to significantly cut the National Nuclear Security Administration’s nonproliferation programs, the sole purpose of which is to prevent terrorists from getting their hands on loose nuclear weapons and materials. While Republicans have talked about the need to inflict pain in their budget, doing so in a way that increases the risk of the nuclear annihilation of an American city is perhaps taking the pledge too far.

House Republicans have proposed to cut funding for these programs by 22 percent or $647 million. Michelle Marchesano of the Partnership for Global Security warns:

The US programs charged with securing fissile materials and thwarting terrorists’ efforts to acquire them are among the victims of this year’s federal budget fights. … Without appropriated budgets commensurate to program agendas, efforts to improve global nuclear material security will stall.

So the GOP don't want to spend on Health Care to help save the Lives of 45,000 Americans per year, they won't spend on Food Safety, Clear Air or Water (EPA), early warnings for Hurricanes and Storms (NOAA), to protect America from Nuclear Terrorism or from reckless Wall Street Investing which nearly destroyed the World's Economy - but they will spend to make Jet Engines we don't need?

The President has essentially staked out the middle ground, calling for tax increases (reversing the Bush Cuts), investments to spur the economy further and some spending cuts. Democrats need to champion their priorities, even if they differ from the President to pull as much of the budget back from the abyss as possible while the Republicans are sliding slowly off the far right edge. Ultimately this tug of war will probably bring us right back to where the President has started out, but one thing the Republicans can no longer claim is that they don't support spending to create jobs because it's quite obvious that THEY DO.

It's just they support spending on things we don't need, while Democrats want to invest on things that not only create jobs, they'll also save lives.

Arizona Sues Gov over Border Security, while TeaPublicans Cut It

In a counter suit to the governments blocking implementation of SB1070, Arizona Governor Jan Brewer has filed against the Government for $760 Million dollars in alleged lost State Revenue for the cost of incarcerating non-documented residents.

"Our citizens have lived with this dark cloud for too long .. It's time for the federal government to do its job and secure the border," said Governor Jan Brewer, announcing the lawsuit outside the federal courthouse in Phoenix.

The lawsuit notably charges that the US federal government has failed to reimburse Arizona for more than $760 million in costs for incarcerating illegal immigrants.

"While control of the border is a federal responsibility, illegal aliens who successfully cross the border and commit crime in Arizona become an Arizona responsibility," said Attorney General Tom Horne.

Meanwhile in the GOP Controlled House the latest Budget proposals include cuts to border security of up to $600 Million because - get this - spending on these items has increased by "double digits" in recent years.

So which is it, we're spending too little to secure the border - or too much? And if we have all these illegals who haven't been caught running around committing all this crime, why's it cost so much to keep them in jail?
More from Brewer...

Brewer said the boundary between Arizona and Mexico remains a dangerous place despite stepped-up enforcement along the nearly three thousand mile border by federal authorities.

She also cited the recent death of a US Border Patrol officer as evidence of illegal incursions across the border by criminal drug cartels. "Our border and immigration system are still broken," she said.

The lawsuit also seeks compensation from the federal government for the cost to the state of securing the border.

Brewer claimed fighting illegal immigration had cost the state more than a billion dollars, funds the state simply does not have while facing a serious budget crisis.

Yet while Brewer is constantly claiming nothing is being done on the border to improve security, the numbers and the facts contradict that claim.

There were 11.1 million immigrants living in the U.S. illegally in March 2009, down from a peak of 12 million two years earlier, the Pew Hispanic Center said in a report issued Wednesday. From 2007 to 2009, the number of illegals entering the country shrank to about 300,000 per year, down by nearly two-thirds from the estimated 850,000 per year from March 2000 to March 2005.

"The decrease represents the first significant reversal in the growth of this population over the past two decades," the report said.

The biggest drop -- 22 percent from 2007 to 2009 -- was in the number of unauthorized immigrants from Latin American countries other than Mexico, it said. And the decline was most apparent along the United States' Southeast coast -- Florida, Virginia, Delaware and Georgia -- as well as in Western mountain states like Nevada, Arizona, Colorado and Utah.

The Pew Hispanic Poll doesn't attempt to discern the cause for this downturn, simply to document it - it could be many factors from the slow economy to chilling effect of SB1070 - or it could be increased enforcement and expedited deportations by the Obama Administration. Of course all of that costs something.

WASHINGTON — President Barack Obama on Friday signed a bill directing $600 million more to securing the U.S.-Mexico border, a modest election-year victory that underscores his failure so far to deliver an overhaul of immigration law.

The new law will pay for the hiring of 1,000 more Border Patrol agents to be deployed at critical areas, as well as more Immigration and Customs Enforcement agents. It provides for new communications equipment and greater use of unmanned surveillance drones. The Justice Department gets more money to help catch drug dealers and human traffickers.

Hm.. $600 Million, where have I heard that figure before?

But this wasn't Obama first attempt at improving Border Security - far from it.

The current era is one of contradicting messages and promises from the federal government. Immigration and Customs Enforcement (ICE) says it prioritizes the removal of immigrants who have been convicted of serious crimes (even green card holders can get a deportation order if they have been convicted of an aggravated felony) but the majority of deportees have committed no crime outside of crossing the border illegally or overstaying their visa. And new data shows that the vast majority of those who were convicted of crimes were guilty of minor offenses, including traffic violations. Only 1 in 6 have committed serious crimes.

These are the latest numbers, courtesy of Deportation Nation and TRAC:

Io CE has deported 279,035 immigrants in 2010 compared to 254,763 at this same point last year.
o The number of non-citizens deported in the first nine months of FY 2010 is up 10 percent from 2008, the last comparable year under the Bush administration.
o The pace of deportation for immigrants convicted of crimes is an an all time high: 60 percent more than the last year of the Bush administration, and 37 percent above Obama’s first year in office.
o Still, more than half of those deported so far in FY 2010 – 51 percent – had no criminal record.

So how did the Obama Administration Accomplish all this even before he signed his resent $600 Million Bill which the House GOP is threatening to repeal? One Word: Stimulus.

A month before signing Arizona’s notorious papers-please anti-immigrant law, Gov. Jan Brewer burnished her border-security credentials by dipping into the state’s ARRA funds to ply border law enforcement agencies -- already awash in Homeland Security funding through DHS’s Operation Stonegarden -- with another $10 million.

“A government’s principle [sic] responsibility to its citizens is to provide safety and security. However, the federal government has failed miserably in its obligation and moral responsibility to its citizens regarding border security,” declared Governor Brewer on April 22 when announcing state’s the launch of the state’s Border Security Enhancement Program.

Brewer took a page out of Texas Governor Rick Perry’s playbook by asserting that the federal government’s failure to protect Arizona against illegal immigrants, border crime, and drugs obligated the state to secure the Arizona border with Mexico – all the while downplaying that the state’s border security program is underwritten by stimulus funds intended for the state’s fiscal stabilization. Like Perry, Brewer planned to ride the anti-immigrant backlash and border-security bandwagon to victory in November 2010 gubernatorial contest.

Brewer has been using Stimulus funds to pay for exactly what she claims she needs the Federal Government to pay for. I also find her figure of $760 Million for Arizonas incarceration costs alone highly dubious particularly when she's already made it clear she would spend this funds primarily on private prisons.

According to campaign finance records, CCA executives and employees contributed more than $1,000 to the governor’s re-election campaign. The company’s political action committee and its lobbyists contributed another $60,000 to Brewer’s top legislative priority, Proposition 100, a sales tax to help avoid budget cuts to education.

Caroline Isaacs from the American Friends Service Committee, which advocates for social justice issues, said the money is evidence of influence the company has on the governor.
Isaacs said private prison companies have been buying influence in Arizona politics for years.
The number of private prisons and jails operating across the state shows the result of that influence, he said.

Currently, there are at least 12 for-profit prison, jail and detention facilities in Arizona.
Isaacs said the state has something else that attracts these companies.

“The other Holy Grail, if you will, of private prison construction is immigrant detention,” Isaacs said.

Corrections Corporation of America holds the contract with Immigration and Customs Enforcement to lock up illegal immigrants picked up in Arizona. Tough immigration laws such as Arizona's SB 1070 could send thousands of new bodies its way, and millions of dollars.

So with SB1070 currently tied up in the courts, Brewer is essentially counter sueing to make sure her campaign cronies get their cut of cash - and the GOP Congress by undermining Obama's legitimate and successful efforts to control the border only manage to make her - currently bogus - argument seem actually legitimate by undoing all the progress and improvements that have been made over the past 2-3 years.

They want to reverse improvements that have been made on the border, reverse the now multi-decades long reduction in crime that began with the Clinton COPS program, reverse progress on disease control just a couple years after a deadly outbreak of Bird Flu and reverse our progress on pollution just a year after the largest Gulf Oil Spill in history.

But then that's the GOP for ya, always looking backwards.

And in the end, none of these cuts will even make a serious dent in the deficit which remains at more than $1.2 Trillion - that's with a "T". - largely as a result of the economic downturn, not any massive increase in specific spending. As a matter of fact overall government spending was already on track to go down in FY2012, before the TeaPublicans even showed up.

Deficit Demagogues and Budget Bigots

Over again the Republican Party keeps trying to cut taxes on their primary financial supporters (Industry and their Shareholders) trying to tell us that the hello water raining down on our heads is Rain!

Herein where Con. Bilbray attempts to deny reality, returning the Tax Base to where it was during the Clinton Administration (as it was set before Republicans took over Congress in 1994) would not kill the Economy and would not stop job growth.

Over again the Republican Party keeps trying to cut taxes on their primary financial supporters (Industry and their Shareholders) trying to tell us that the hello water raining down on our heads is Rain!

MATTHEWS: Well there he is, Congressman Bilbray, your leader, your whip is now admitting that if you cut taxes, you’re raising the deficit. ... Why would he say something like that that runs against your orthodoxy?

BILBRAY: The fact is, look, Chris, you can’t get around the fact –

MATTHEWS: Well the fact is that he just said that. Why did he just say that cutting taxes at this point is going to yield a lower revenue and therefore a bigger deficit? What he just said what contradicts to what you just said.

BILBRAY: We’re not even talking about cutting about taxes. We’re talking about not allowing an increase –

MATTHEWS: — continuing the Bush tax cuts is what we’re talking about. And that’s what he was talking about.

BILBRAY: And that is maintaining the status quo –

MATTHEWS: — Are you in disagreement with Eric Cantor? Just tell me you disagree with him and we’ll be on the same page.

BILBRAY: I am disagreement with anybody that thinks we can get ourselves out of this mess by raising more taxes on the American people.

Contrary to Billbray's claim that the Republicans "Helped" cut the Deficit during the 90's the truth is that they attempted to Cut MEDICARE (below the Cost of Living Index) while implementing massive Tax Cuts that would have shot the Deficit up through the Roof and it was only because Bill Clinton was willing to call their bluff and shutdown the entire government - TWICE - that they were prevented from doing what George W. Bush did when he came into office - implement massive tax cuts and CUT Medicare (for which they used Reconciliation).

Republicans wanted a 7-Year Balanced Budget, but in reality the Budget was Balanced within 5 years because they used Clinton's strategy which was to ride the economic growth rather than spend everything via tax cuts in order to land on a specific date.

Bilbray - like other Republicans - suggests we rescind the unspent Stimulus and TARP funds, but most of that would lead to the layoff of Teachers, Cops and Firemen in various states and a Tax Increase on Small Businesses. It's completely opposite to everything he's claiming he supports. But then that's why they filibustered the Unemployement Extension and the latest Jobs Bill.

The fact is that Clinton didn't cut taxes he raised them on the Rich by 3% and it didn't hurt the economy, we had the largest and strongest period of economic growth After he did that. The majority if not all of the Bush Tax Cuts need to be rescinded permanently - returning us back to Clinton Era Tax Levels - or this country WILL NEVER get to a Balanced Budget again.

And as was shown on Countdown Last Night - not even the Architect and Implementor of the Reagan Republican Trickle Down Theory is willing to keep up the facade any longer.

But then again maybe none of this has to do with the Deficit or the Budget but really has to do with Rank Partisan Bigotry as (soon to be former Republican Rep) Bob Inglis Admits.

Inglis said that one of the reasons for his defeat was because he refused to demagogue like other conservatives in the House. In one instance during the primary, Inglis was chastised simply for not calling President Obama a “socialist.” He also noted that many of the GOPs criticisms regarding Obama’s response to the economic crisis were motivated by racism:

Instead, he remarks, his party turned toward demagoguery. Inglis lists the examples: falsely claiming Obama’s health care overhaul included “death panels,” raising questions about Obama’s birthplace, calling the president a socialist, and maintaining that the Community Reinvestment Act was a major factor of the financial meltdown. “CRA,” Inglis says, “has been around for decades. How could it suddenly create this problem? You see how that has other things worked into it?” Racism? “Yes,” Inglis says.

This might be why even John McCain has openly said he supports having hearings to revoke the Birthright Citizenship granted by the 14th Amendment - might that be because one of our President's parents wasn't a citizen? Also interesting since McCain himself was born in Panama. Might it have something to do with McCain favored "Danged Fence" Sherrif spouting Militia Rhetoric and appearing on a White Supremacist Radio Show?

Everything the Republicans are doing is driving us full-on back into the ditch that Bush crashed us into as Paul Krugman notes - they're Addicted to Bush

The truth, however, is that the only problem Republicans ever had with George W. Bush was his low approval rating. They always loved his policies and his governing style — and they want them back. In recent weeks, G.O.P. leaders have come out for a complete return to the Bush agenda, including tax breaks for the rich and financial deregulation. They’ve even resurrected the plan to cut future Social Security benefits.

Mmm Mm, give me some of those Good Ole Time Busisms.

As I've noted before Krugman isn't exaggerating, the Republican Battle Plan as published by Rep. Paul Ryan according to the CBO would...

  • Raise Taxes on the Poor and Middle Class by Eliminating nearly ALL Tax Deductions, Offsets and Credits.
  • Lower Taxes on the Rich by yet another 12-15%
  • Raise Social Security Taxes, while Decreasing Benefits for those under 55 by "Personalizing" up to 1/3rd of it on the Stock Market
  • Increase the Eligibility Age for Medicare to 69 and Cut Benefits
  • Replace Medicaid with Medical Savings Accounts
  • Completely Ignore Climate Change, Stall Green Energy Policies, Environmental Concerns, Safety and Health Regulations

This is what these people want to do, and why the scream and cry so loud. This is what we need to remember every time one of them opens their mouths, they're out to destroy the Middle Class, Period.

Mythbusting the Republican Battle Plan

Under the scenario that Republicans gain control of either the House or Senate, exactly what is it we can expect them to do? Even though some have argued they don't need an agenda, a few indicators have begun to peek out - like this tidbit from Congressman Paul Ryan.

In addition to Michele Bachmann who says "All we should do is issue subpeonas", and John Beohner who want's to completely hamstring the Federal Government's ability to do it's job if Republicans regain the House - Senator John (Reverse Robin Hood) Barraso who wants to repeal the Middle Class Tax Cuts to finance the Cuts for the Rich - it seems the Budget Wunderkind Paul Ryan does have a plan - and he's laid it all over for us right here as brought to you by the guys who've gotten everything they've ever done so spot on - (what with their predicting of the location of the WMD's and all) - The American Enterprise Institute.

Reading through this is a lot like a trip through Grim's Fairy Tales, with all the original gory endings in tact - it's just one Myth followed by another, followed by another...

The first myth is that the primary problem we face as a nation have nothing to do with policies enacted - by Republicans.

I have great respect for President Obama, who surely believes his Progressivist agenda is best for the American people. But America’s well-being rests on America’s timeless truths, and can’t be secured by abandoning our principles. This “new foundation” rests on ideas like the following:

•Bureaucratic control over private enterprises’ investment decisions;

•Enormous government spending;

•Forcing worker training into sectors favored by government rather than empowering individual workers to choose their training and pursue their own destiny;

•Imposing upon the economy government’s radical energy and environmental overreach;

•Seizing control and management of the health care sector.

These ideas, in my judgment, reflect not the foundations of America, but of a European-style social welfare state.

This view, as usual, ignores the long, long history of Republican President's since Reagan who have consistently increased government spending (Every budget that the 80's Democratic Congress delivered spent LESS than every budget that Reagan asked for) and ratcheted up the power of Government intrusion in the private lives of individuals (Patriot Act, Warrantless Wiretaps) - it also ignores that there was NO Public Option in the Final Health Care Bill (So exactly where is the "Government Takeover"?) and that moving toward green energy and better environmental caretaking isn't just a Whim it's a abslutely neccesity for the survival of our economy, and in many ways - our way of life as fossil fuels continue to dimish and pollute our air and waterways.

China is investing $Bilions in clean and green energy, in a Market based world, we either keep up or we fall behind.

But then that's pretty much boiler-plate stuff, the really weird stuff comes soon after. Herein Ryan explains the second Myth, that all our recent financial problems aren't the result of naked bare-knuckled greed - it's all because "Government Backed Entities" Fannie Mae and Freddie Mac.

For one thing, whatever greed drove investors to trade in Mortgage-Backed Securities and similar financial instruments – for greed always plays its part – those “securitization” investments were evolved, packaged, and sold by so-called “Government-Sponsored Enterprises,” principally Fannie Mae and Freddie Mac. The GSEs were heavily regulated by HUD and other agencies, and they were under close Congressional oversight. Congress itself compelled Fannie and Freddie to provide a secondary mortgage market for uncreditworthy buyers. This meant they would eventually have to cover subprime mortgages under quotas targeted by HUD...and they would have to find a way to resell these risky mortgages to investors.

There's one big huge flaw in this revisionist theory - since Fannie and Freedie were heavily regulated by HUD they couldn't issue subprime mortgages.

My only quibble with the gusher of stories this morning on the government’s takeover on Fannie Mae and Freddie Mac is my usual one—ahistoricism.

Reading all this, one gets the impression that those politically protected mortgage buyers and fee machines caused the global credit crisis.

They didn’t.

The fact is: Wall Street sank Freddie and Fannie, not the other way around.

This Credit Suisse report (from March 2007 and eerily prescient) reminds us that the government sponsored entities’ share of the overall new mortgage market had fallen to 42 percent by the end of 2006 before shooting up to 76 percent at the end of 2007 (on their way toward 90 percent now) as the market collapsed.

And that’s the overall market. As Paul Krugman points out, a "subprime borrower is basically someone whose credit wasn’t good enough to qualify for a Fannie- or Freddie-backed mortgage". The subprime market&the really toxic stuff—was always dominated by Wall Street and Wall Street-backed lenders.

In fact - GSE like Fannie and Freddie were not only blocked by HUD regulations from giving Mortgages to people who couldn't afford them, were prohibited from doing so by law - Cue Paul Krugman.

Furthermore, while Fannie and Freddie are problematic institutions, they aren’t responsible for the mess we’re in.

But here’s the thing: Fannie and Freddie had nothing to do with the explosion of high-risk lending a few years ago, an explosion that dwarfed the S.& L. fiasco. In fact, Fannie and Freddie, after growing rapidly in the 1990s, largely faded from the scene during the height of the housing bubble.

Partly that’s because regulators, responding to accounting scandals at the companies, placed temporary restraints on both Fannie and Freddie that curtailed their lending just as housing prices were really taking off. Also, they didn’t do any subprime lending, because they can’t: the definition of a subprime loan is precisely a loan that doesn’t meet the requirement, imposed by law, that Fannie and Freddie buy only mortgages issued to borrowers who made substantial down payments and carefully documented their income.

So you see (in Ryan's Fantasy Republican-World) it wasn't the preditory lending practices and dark pool derivatives of corporate entities like Lehman or Goldman or AIG or anyone on Wall Street that caused the Great Recession. The Market didn't FAIL, just because - the MARKET FAILED - it's was because the Big Bad Evil Gubner-ment made them fail, by enticing them with goodies and cookies of rich creamy poor people with no money? Got it?

Yeah, that's a good fairy tale. But wait it's gets even better - enter the Villians of the Story, the Big, Bad, Dirty, Evil - Progressivists!

The Progressivist tale is wrong because it misstates the very nature of free enterprise. It presumes that free enterprise is materialistic and selfish. The free market is a game of chance. Success or failure depends on the luck of the draw, and the edge goes to the ruthless. The system of free enterprise is unfair. The moral is this: government must step in to redistribute the wealth and equalize the results for all.

We have met Skeletor, and he is us.

Let's be clear - this is the bogeyman construction in full bloom. This is the Myth of the Capitalism Hater, and yet again igores the True Progressive position and view which clearly does support Capitalism, but not without limits and reasonable rules of the Road. No Market can funtion as a Free For All without ground rules designed to protect all the participants from the FEW - repeat: The FEW - who might attempt to gain unfair financial advantage like say - Enron, or Global Crossing, or Adelphia, or AIG, or Goldman.

Caveat Sucktor - Let the Sucker Beware.

No, the progressive view is admit the reality that some individuals within a company and some companies as matter of policy are Irresponsible, and that the larger that company may because the more damage it's irresponsible behavior may create. It doesn't presume that all companies are inherently evil, only that it's neccesary to makesure all the traffic signs and safe speed limits are applied - especially to the largest trucks on the economic road - because when they crash, they can take out hundreds and thousands of smaller cars on the marketing highway with them.

That's all.

But to people like Ryan, the shining Hero on the Hill - is an Unrepentant Unlimited Uber-Capitalist.

But the prosperity of America finds its real source, not in government, but in democratic capitalism... people investing, working, and saving in private enterprise. Homes could not be built without private builders, creditors, and workers under the free enterprise system. It’s the source of all wealth, the satisfaction of all material needs, our means of transportation, instant global communications, access to information, it’s the only spring of progress and innovation in health care, education, and on and on.

Yeah, right and the Goverment providing education and housing loans to GI's returning from WWII, providing the funding to build the Interstate Highway System, and providing the financing and R&D to create a way for computers to share information across distances in order to avoid catastrophic data loss in the advent of Nuclear War had nothing to d with creation of the Internet - other than EVERYTHING.

Sometimes, many times, government can act to plant a seed and nuture an immature element of our culture and economy until it because mature enough to survive on it's own in the market. Some things may never become financial secure enough to function on their own (and some things can become financial successful even though they are completely socially and culturally worthless - case in point Beiber!), nonetheless they may be elements of our society without which our nation could not continue to function, survive or thrive. Elements like our ROADS! But in right-wing Republican Land, that which is not profitable, is not fit to live.

Once he finally finished with Aesop's Fables Ryan finally got to the point, and while some was quite predictable (tax the poor, but not the rich) a few of these point I found rather surprisingly Progressivist!

First there's the return of the Regressivist Flat Tax.
Here are the major components:

•First of all: We cannot rest satisfied with permanently high unemployment. America must begin to create new businesses and jobs. We can begin with a pro-growth tax reform. The Roadmap proposes a simple two-tier low-rate personal income tax system: 10% on the first $100,000 of income for couples ($50,000 for singles) and 25% above that. It abolishes the Alternative Minimum Tax, and nearly all loopholes and credits, except for generous personal and family deductions. Taxpayers can either file under the current tax code or this simplified code. Our uncompetitive corporate income tax code will be replaced by a simple 8.5% business consumption tax and investments will be expensed immediately. The Roadmap creates incentives to foster job opportunities and economic growth, while sustaining the revenues to meet our priorities.

Got that, two tax rates - 10% and 25% - that's it. No Loopholes, NO Credits. This would be a massive shift of the tax burden DOWN to the middle class by eliminate homebuyer credits, interest rate credits, earned income credits which help keep many middle and low income families out of near poverty.

•Next, it is not possible to grow unless we act to reduce the mountain of debt from unfunded health care and retirement entitlements. The Roadmap was put forth during the last Administration, and reintroduced this past year – before the President signed into law his massive health care overhaul. Going forward, the Roadmap is predicated on its repeal – and offers a consumer-driven replacement.

Consumer-driven? I read that as Industry Controlled, owned and operated. No More Health Care FOR YOU. But then again...

•The Roadmap offers universal access to affordable, quality health care by reforming the cost-pushing and discriminatory distortions in our tax code. Along with transparency on price and quality and upfront support for those with pre-existing and chronic conditions, the Roadmap reform tackles the scourge of health inflation with a true patient-centered alternative.

Price Transparency and quality - you mean the thing that the Exchanges you just said you're going to Repeal will do? Then came the Whopper... Medicare for (almost) All.

•Everyone over 54 remains in the current Medicare program. For those under 55, the Roadmap plan provides future seniors with the resources they need to choose from a list of diverse Medicare-certified plans, just like the health coverage enjoyed by Members of Congress and Federal employees. The payment grows each year, with more support for those with lower-incomes and higher health costs. To meet Medicaid’s obligations, the Roadmap reform provides low income Americans with financial resources to buy their own health care coverage like everyone else.

Shiver me timbers, he just suggested lowering the Medicare minimum access age to 55. Also sounds like it supplied subsidies to help people buy plans - WHAT? With MY TAX MONEY? Nooooo!!

In point of fact, most of Ryan's plan actually mirrors the plan signed into law by President Obama, including State Based Exchanges and tax subsidies for those with lower income (although eliminating some of the subsidies for those farther above the poverty line). Better not let on, but he seems to be pretty far Down with the Socialism.

Then comes the Personalization of Social Security.

•Everyone over 54 will stay in the existing Social Security program with no change, but benefits are guaranteed. My plan offers those now under 55 a choice: continue to take part in traditional Social Security, or participate in a retirement system like the one I have as a Congressman. You can invest over a third of your payroll taxes in a guaranteed low risk account which you own, managed by the Social Security Administration, not a stock broker or private investment firm.

So this is a bit of a return to the Bush Social Security Proposal, invest part of your Social Security funds in Wall Street, only without the Stock Broker elements. Yeah, that's a great idea -- how's everyones 401k doing after 2008-2009? Wanna see 1/3rd of your Social Security go exactly the same way? Join up with this plan, it's a hum dinger.

And just for even more fun this plan has been Scored by CBO.

CBO: On Social Security

Traditional retirement benefits would be reduced below those scheduled under current law for many workers who are age 55 or younger in 2011.

The Roadmap would also eliminate the income and payroll tax exclusions for
employment-based health insurance. As a result, more earnings would become taxable for Social Security purposes, thus boosting future benefit payments, and payroll tax revenues credited to the Social Security trust funds would increase.

So basically Ryan's plan would cut benefits, invest them in the risky stock market and raise taxes at the same time - Nice.

On Medicare:

The age of eligibility for Medicare would increase incrementally from 65 (for people born before 1956), as it is under current law, to 69 years and 6 months for people born in 2022 and later. Starting in 2021, new enrollees would no longer receive coverage through the current program but, instead, would be given a voucher with which to purchase private health insurance.

And instead of lowering the access age to Medicare as he claims, their plan would RAISE the minimum age to 69 - and them replace it for younger people with Health Stamps for people to try and buy care they won't be able to afford in the open market. Peachy.

It would also have the lovely gem, Medical Savings Accounts...

The government would provide funding for medical savings accounts (MSAs) for low-income Medicare beneficiaries. Currently, Medicaid pays out-of-pocket expenses that are not, for many low-income beneficiaries, covered by Medicare. The legislation would replace that Medicaid coverage with federal funding of MSAs for those individuals. According to specifications provided by your staff, the federal government initially would contribute $6,600 per year to the MSAs of
qualifying beneficiaries.

Private Health Care This year averages more than $7,000 - so thanks for next to nothing, since this won't cut it.

So what's this do to the budget?

The Roadmap, in the form that CBO analyzed, would result in less federal spending for Medicare and Medicaid as well as lower tax revenues than projected under CBO’s alternative fiscal scenario (see Table 1). On balance, those changes would reduce federal budget deficits and the federal debt.

Yay, he's managed to reduce the defecit on the backs of the sick and elderly. I'm sure his mother is so proud, unless she's on Medicare that is.

So what about actually reducing the cost of Medical Care for all the rest of the population? What about the Bush Era Tax Cuts that have been busting our budget for 9 years and turned what was a surplus into a deficit?

.

.

.

Anything?

.

Anything!?

.

Bueler?

As it turns out CBO actually didn't analyze the impact of the proposal on the overall cost of Health Care as it is very difficult to predict, which means the plan lacks specific proposals in this area designed (as were proposals such as the Public Option) to actually bring the cost down.

I think this plan is a pig-in-a-poke that we've seem several times before. Social Security is fiscally sound until 2030, and by expiring the Bush Tax Cuts then trimming out some of the fat in our Military Budget for bases we no need to maintain overseas we could easily bring the deficit under control as we did in the 90's. Contrary to Ryan's claims that we "Don't want to be like Europe" this is a thinly disguised Austerity Plan that I think we would do well do pound the bloody heck out of the Republicans with this November.

They drew up a "Roadmap" so it were ablidged to run them down with it. Just remember if Republicans take control of the House, besides - shudder - John (Man From Orange World) Beohner becoming Speaker, THIS GUY gets to chair the Budget Committee.
